DIY: Replace Horizontal Window Blind Wand Tilt Control

If you have horizontal window blinds at home, one of the common problems is the slats can no longer be tilted.   The wand tilt control is broken.  The wand tilt control mechanism has failed.  It is actually pretty easy to fix, by changing the wand tilt.  Cost is $8 - $15, and takes about 30 mins or less.
